Saltwater fishing

Popping in with the same question. I'm from France but I'm planning to rent this house in the state of Washington in late August. We'll be 13 all together, from which 3 people like kayak fishing, and 2 would like to try. Is it legal to rent a kayak and go fishing in the Puget Sound as foreigners? I know that some places require a license, so I'd rather ask.

And of course, if it's legal, then I'd like to know what to buy as bait and where to go as well.
