You can find bait in the bay, but it could be tough. Sabiki will do. Structures such as piers are a good place to look around. Check this article for some good tips:

Look for the signs on the surface. It will be hard without a fishfinder.

Bait barge will sell you kayak scoop - I think it was $10.

You'll be more likely to find bait in the actual kelp once you turn the corner.

Be aware of the strong tidal movements - on multiple occasions, people found themselves calling for help when paddling into the outgoing tide in San Diego Bay .
